The Houthi militia's attacks on civilians and civilian facilities in Yemen, which have undermined security and sown division, as well as its aggression against innocent people, violations of sanctities, and its attempted attacks on the holy cities of Makkah and Madinah, 'constitute terrorism by any measure,' according to General Secretariat of the Council of Senior Scholars.
