أكدت الأمانة العامة لرئاسة الجمهورية أن زيادة ساعات الدوام ساعة إضافية تهدف إلى إتاحة وقت أكبر لإنجاز الأعمال وتحسين التنسيق، بالتوازي مع تطوير أساليب الإدارة وتبسيط الإجراءات، ولا تعني بالضرورة وجود ضعف في أداء الموظفين، إذ ترتبط التحديات أيضاً بحجم المهام والإجراءات الإدارية والموارد المتاحة، ويمكن الاستناد إلى بيانات الإنجاز والتراكم المتاحة لدى المؤسسات لتحديد حجم المشكلة بدقة.
