Kfara Facility Raises New Questions Over Military Site Verification in Southern Lebanon

Israel's claim that Hezbollah has resumed military activity at a facility in southern Lebanon previously entered by the Lebanese army has renewed questions over how military sites south of the Litani River are secured and whether measures are in place to prevent their reuse. The allegation, involving a facility in the town of Kafra, came as US-sponsored military talks were set to take place in Tampa, Florida, on Tuesday and Wednesday, focusing on security provisions of the "framework agreement" between Lebanon and Israel.
